Founder and Executive Director

Roxanna Harlow

Roxanna Harlow, Ph.D. is responsible for the development, administration, and implementation of Higher Learning's active learning enrichment program. Before starting Higher Learning, Roxanna was Associate Professor of Sociology at McDaniel College in Westminster, Maryland. A teacher and expert in the areas of education, race, gender, and social inequality, she created and served as director of the Africana Studies minor, conducted, supervised, and presented research on campus climate, diversity, and multiculturalism, and served on the editorial board of Teaching Sociology. After graduating from Northwestern University, Roxanna worked as a case manager for Big Brothers Big Sisters of Metropolitan Chicago. She then received her M.A. and Ph.D. in sociology from Indiana University Bloomington. Noted in the Chronicle of Higher Education, she has published research on race and education in various journals and edited volumes. A member of the American Sociological Association, Roxanna has been invited to do numerous presentations on issues of education, multiculturalism, race, gender, identity, and the classroom. She also serves on the boards of the Westminster Community of Shalom, Common Ground on the Hill, Silver Oak Academy, the Carroll County Board of Ed's Education That is Multicultural council, and is an active member of the Carroll County Chapter of Healthcare is a Human Right Maryland.

Kerry P. Gray

Kerry P. Gray

Kerry P. Gray is chairman of the board for Higher Learning, Inc. He is founder and Senior Executive with KP Gray Consulting ( He has more than 20 years of experience in management and IT consulting with an emphasis on strategy, best practices, process improvement, and financial controls. Additionally, Kerry is a highly experienced program and management consultant and has managed multiple Corporate Retail programs, Global eCommerce and Web-based initiatives for several national organizations and Fortune 500 companies, including GM, the USTA (tennis), Borders & Walden's Books, Kelly Services, AOL, Comcast, the U.S. Coast Guard, the Department of Homeland Security, and the Department of Justice. Kerry is an ASQ certified Six-Sigma Blackbelt. He holds Bachelor's and Master's degrees in Economics from Northwestern University. Additionally, Kerry is a board member and officer of the Boys and Girls Club, the Northwestern Alumni Association (NAA), as well as an officer of the Washington, DC chapter of the NAA and the National Black Alumni Association for Northwestern.

Theresa Todd, M.P.H, M.A.

Theresa Todd

Theresa Todd, M.P.H., M.A., is a member of the board and currently the Quality Improvement Analyst for the division of pediatric gastroenterology at Nationwide Children's Hospital in Columbus, OH. Theresa has nearly ten years of professional health care experience. Her interests in addressing health care disparities for African Americans and other underserved populations worldwide led to the pursuit of a master of public health degree from Ohio State University. Prior to her work in health care, Theresa worked in many roles, including as a speechwriter and legislative aide for the Senate Minority Leader of the Ohio Senate. Theresa also received bachelor and master's degrees in political science from the University of Illinois at Urbana-Champaign and Ohio State University, respectively. Her long term health care goals include developing prevention strategies for HIV transmission in the global African community.

Chez Clemmons, M.Ed.

Chez Clemmons

Chez Clemmons, M.Ed. is a member of the board for Higher Learning, Inc. She has been an elementary school teacher and certified counselor for over 15 years. Chez received her B.A from Clark Atlanta University in early childhood education, her M.Ed. in school counseling from Cambridge College in Boston, MA and is currently working toward an educational specialist degree in curriculum and administration. An award winning teacher who is passionate about children, teaching, and learning, Chez has served as a consultant to educators at national conferences, teaching them best practices for classroom instruction.
